Vehicle registration is a scam. Why do i have to register a vehicle if im paying monthly on it?if i paid it off why do i need to register a vehicle I own?

just had someone attempt to push thru a $75 charge in india on my account. i never would have even noticed it mixed in w my other charges next billing cycle. they literally called my apt, both cell phones, and office line until they got me on the phone to confirm whether or not it was a valid charge. investigation launched and new card at my home before tmrw night.

All of those bills come out automatically for me, I don't even know when it does to be honest.
