you can put 2 and 2 together and see that Paulie had a hand in it...it's put in the viewer's mind going back to when the restaurant owner asks Paulie to kill Tommy.

Paulie woulda killed all of them but Henry & Jimmy were making him money and someone had to go for Billy Batts...Tommy was the odd man out, as he's never seen coming up with ideas, or really running anything making money, and constantly being a pain for Paulie

Billy Bats was the "justifiable reason" on the outside, but there were many reasons. Tommy was a loose cannon and overall liability, bad for business and creating too many unecessary enemies with his hot headed bullshyt. Paulie basically got so fed up with his shyt, he basically threw Tommy under the bus to kill two birds with one stone so to speak. He was not only getting rid of a nuisance in Tommy, but also avoiding further retaliation that would eventually lead to a war due to Tommy killing Batts who was made.

Spider couldve very well been one of the reasons tho. Tommy said "His family were a bunch of rats anyways" or some shyt, which means they were most likely connected somehow. Either way, Tommy randomly murking dude would create unecessary heat and problems for the crew regardless.

What's funny is I read Henry saying the same thing about Tommy. He basically acted like a maniac so he wouldn't have that stigma from his family.
