Last year forced his hand and when he turned heel.. it actually worked and people wanted more of it because he's great at it. Plus it saved Mania 40. But from how he quickly disassociates himself from "Final Boss" mode, You can definitely tell he doesn't want to do it at all.
But he's probably a bit salty at Cody because he tried to muscle Cody out the way so he can do the match with Roman and be done all together and now he feels he can't do it because Cody fans forced their hands.

Rock shouldn’t insert himself in creative if he’s not going to follow thru. He showed up at Bad Blood and it lead nowhere. He gave the throat cut gesture to Cena, leading to the heel turn.
