I would say Palpatine. Thanos is a simp for Death. Did all that shyt for a "woman" who don't want him. Joker is a crazy dude who just does stuff for fukkery purposes.

Technically all of them won.
Thanos snapped half the galaxy and retired.
Joker successfully turned the city against batman and corrupted the best hope to city had to end the cycle of violence in harvey dent.
Palpatine conquered the galaxy and eliminated the jedi.
Giving it to Thanos though, because on top of being more clever and winning. He was also more powerful and made people like Hulk fall back in a fair one.
How come Killmonger ain’t on the list?

When this man decided it was time to put his plan in motion, he got all of the infinity stones in a span of 8 days. That efficiency makes me not question why he didn’t move sooner. Let’s also not forget that he ran the most competent organization I have ever seen on film. His henchman arrive on earth within 15 minutes of the Hulk getting there. Ebony Maw finds his stone and has that bytch back on his ship on the way to Thanos w/in 7 minutes. In the villain henchmen draft, he’s # 1. And Thanos wasted no time accomplishing his stated goal.
Endgame
The ass beating he put on the avengers shows how cerebral infinity war Thanos was. IW Thanos had won, and was showing restraint, and doing just enough to win. Endgame was Thanos unleashed, who came within 30 seconds of winning again.

What exactly did he do to Klaw that T’Challa wouldn’t have? I believe he actually helped Klaw escape from T’Challa. If Killmonger doesn’t help Klaw escape, does CIA dude get shot and need to go to Wakanda in the first place? Or does T’Challa take Klaw back to Wakanda so the people can watch the execution?
Also Killmonger would've dog walked Thanos, Palpatine and Joker
