I would say Palpatine but everything was Plagueis's idea. Palatine just killed him and just ran with the ball. And killed him in his sleep like a bytch cuz he knew he would have got washed by Plagueis if he fought him straight up.

He basically created a massive clone army to fight a war against himself, then took control of them when all his pieces were in place.

Killmonger and magneto are different types of villains for a different thread. Outside of their powers or whatever their stories and mindsets are more realistic and relatable. Their childhoods and upbringing are the reason for that.
