you can travel around the us w/o a passport so I guess people saw no need for them
I grew up in America so I already know that it's a diverse country. Passports being extremely uncommon at one point is just foreign to me. I'm 23 so there's that also.

Yeah international travel laws were probably a bit looser back then but it been a requirement to have a passport when leaving the US since 1941

I think IG played a big role in the new travel craze among avg. people. It’s become a status symbol like a Benz or watch. And a really cheap one at that.Passport shaming wasn't a thing yet since the lines between the haves and have nots were more clearly defined.
Also a good chunk of those is likely dual-nationals and naturalized citizens.
