In ancient times war pigs were a tactic used to thwart war elephants. The pigs were covered in tar then lit ablaze and a squealing, flaming pig running full speed at the elephant would frighten them out of their handlers control.

1 on 1? Possibly a very large anaconda.

Not an easy problem. You've got an animal the size of a tank with thick skin and a bad temper. Nothing is going to take a bull African bush elephant down with strength.

Your best bet is a venomous animal, but you're not going to have a spider take down an elephant, nor a king cobra. Neither has long enough fangs to actually pierce the hide.* Go with something like a Gaboon viper (Bitis gabonica) or its congeneric the Puff Adder (B. arietans). 2 inch fangs to deliver one of the most potent venoms known, and a lot of it. Their range overlaps with that of both the forest and bush elephants, so it's certainly possible that this has happened.

*In researching this answer, I was able to view some very shaky footage of an Asian elephant necropsy and it appears that even with a scalpel wielded expertly, it's tough to get through elephant hide.

They would also fire flaming arrows at them. Elephants don't like fire

This is why it would be so important to flank your enemy first then come at them from the back or sides using your elephants. They are going to be caught by surprise, also that amount of time would be enough for the enemy's archers to have emptied their clips. Though the hard thing is sneaking them big ass elephants around the side without anyone noticing.

Apparently elephants were a psychological warfare tactic more them anything. Most armies had never faced an elephant and would retreat rather than bare the brunt of an elephant charge. War elephantscame with armor and spiked tusks. Some even seemed to enjoy slaughtering people.

Nothing. I've seen a full grown rogue african bull. It's a scary sight and they have very bad tempers and charge anyone and everything. They destroy cars in one hit.
