That's a good question, and we can only guess on that. Maybe Piper's racism was subtle, and never blatant enough to justify Bad News risking his job by confronting him.

Andre was open about it, with lots of people hearing his comments on the bus. That made it easier for Bad News to take care of business, maybe?

I'm sure there would have been a lot of tense situations and conversations involving Bad News and Piper, but nothing as direct as the Andre situation. Pretty sure Bad News wasn't the type to pretend everything was cool when it wasn't.
