My question isn't stupid. You clearly don't understand what a Pyrrhic victory is. If
Carol's plan was for Negan to infiltrate the Walkers & kill Alpha, then he could've killed her prior to the attack last week and there wouldn't have been so many losses, if any at all.
So by your ass backward logic, it was okay to lose a settlement & all the people we lost because the Whisperers beheaded some people? That's dumb. Negan had Alpha ALONE a few times before he had sex with her. He could've killed her, and been out. Gamma defected, and dissention was growing among the Whisperers.
A simple surgical strike (you know, like they do in the real world) could've wrapped up the whole conflict a few episodes back.

I think it was a crap shoot banking on Negan. I think he was scoping out the Whisperers, and also working on a contingency plan for himself. So Carol had to play it like that plan was never in action, because if he flipped...they'd be up sh!t creek.

Also how the hell would Beta know about sanctuary? They don’t have a radio. Don’t have a map. Beta is going to go reckless, he needs to be told what to do. He is too emotional. If Alpha has a working shotgun, I don’t know out of 3 communities with Maggie gone and Georgie sending them all those books they don’t have a cache of working guns somewhere.
