it's not exactly uncommon for business people to have multiple passports. especially rich ones.
they get them for when they have to apply for visas (and that country holds their passport during processing so they get a duplicate so they can still travel) or sometimes when certain countries won't let travellers in based on their passport being stamped by another country.
like, say you got an israeli stamp on your passport and you land in beirut, lebanon's looking at you like

With him, it's nefarious lol. The only two enemy states that would require two different passports were in his pocket and came together during his administration; Arabia & Qatar. Passports last around 10 years so his travel records before 2016 should be looked at by the feds. During his presidency, he more than likely used his diplomatic passport which is probably expired by now.
Also, I truly believe the idiot lost his passports or someone hid them from him. I lean more on the latter. If the Club Fed starts passing out door prizes, these country club white folks do not want to do a bid while he has found a sanctuary with his friends. Why would the Fed monitoring his home, airspace, and movement take his passport? It's moot.
