Kayfabe, why not? Rock & Sock did it.

If you main event Mania, you can win anything.

It didn't make sense in kayfabe when they did it either. But when the Rock hit the screen in 99, it didn't matter.

At the very least though...

The first time they won them, Big Show had to defend the titles by himself (as Taker noped out). It's very believable for a pair of three-time WWF Champions (each) to beat Big Show in a 2-on-1 match.

The second time they won them, Taker noped out again and got replaced by Ministry jobbers (Mideon/Viscera).

The third time ... by then in kayfabe, you could buy Rock n' Sock as a cohesive team.
