Yes everyone is infected I agree but it takes hours before you turn into a zombie. So most of those people ESPECIALLY in the jail should be half eaten since they are trapped. The zombies should be
right now. These aren't the 28 days later zombies that once they are "expose" to a cut or bite they are immediately infected.
