So waiver will roll like normal...EXCEPT you have budget you can bid on waiver guys.
So if you have a higher priority than me, I won't just automatically lose....cuz I can bid my free agent dollars on that same dude with my claim, and the claim goes to the highest bidder.
The idea is you only have that money for the whole season, so if you bid $50 on one waiver guy, than $50 on another, you will only be able to pick up guys when their not on waivers, or if you win a moneyless waiver bid.
