I don't know if I could see him as Harvey Dent tho. He'd be good as the villain but could he play the actual Harvey Dent role idk.

I think he can do it especially if they go for the cockney accent/gangster version of the penguin seen in the Arkham series. They could even make him look like He did in Horrible Bosses
