Tbf this is the first time Cas actually ceased to exist(His wings being shown on the ground)
When Lucifer killed him he just exploded his vessel
His body again just exploded from being filled up with the Leviathians
His death in season 9 he's brought to the veil. Gadreel who is still possessing Sam heals him
So yea it's still pretty sloppy writing but they can go with the fact that until the season 12 finale Cas never really died a "Angels" death so he never went to the "Empty" So God could always bring him back.
They can't really retcon that out. Chuck himself said he brought back Sam Dean and Cas multiple times. So just gotta go with what they give us. Unfortunately stuff like this happens when the show is on it's 4th showrunner.
Next week bout to be lit. Dean kept the MoL grenade launcher!!!
