I thought they alluded to it being Tom via Greg. He explicitly told Greg that he wanted it to be known that he was one of the few by Logan’s side in his final moments.

Tom lost the most with Logan dying. He lost his protector and his adversary (soon to be ex wife) just got way more powerful.

I think Frank and Karl are pretty much dead in the water especially if the deal comes thru. Who needs a lackey CFO from a company thats being acquired?

They have more cache with the potential successors, aside from Frank with Roman, but Frank is at/near the end of career anyways. Tom is trying to build his and losing Logan was a huge blow to his accession.
