I find this interesting from a larger perspective. People say in order for dems to win over government they need to propose and pass popular legislation. That they should hold Republicans feet to the fire over it. And this will win support.
Is this not an example? Or does it only apply to pie in the sky proposals.
To be clear, he should encourage congress to take action on a popular idea under the threat that he can do so without their approval. And ultimately should do it if they fail to act.
Let's cross that bridge when we get there.
