He doesn't know how to sew or have access to high quality materials. Every other aspect of the suit his him. Doesn't make him dumb.

So this version of Peter isn't intelligent enough to make his own shyt he need Stark to do it

He's intelligent enough hopefully. He did make his webbing which no other person or company could make. But like I said earlier I hope this isn't a persistent crutch they rely on because he does need to be shown making his own stuff. I don't want them deemphasizing his intelligence and ingenuity like they did with Bruce in nolans batman flicks

They already indicated they want Peter to be perceived as intelligent. Besides making his own web shooters and web fluid they showed him bringing home old computer parts to work on. Also when Tony told Aunt May the he won a scientific grant she was proud and excited but she wasn't surprised.

From a tactical stand point he was the one that came up with a plan to beat Giant man.
