I think this is post snap. because the movies generally are released in chronological order. Even the ones with flashbacks like Captain America 1 are framed with current day scenes taking place after the previous movie. This movie is coming out after Avengers: Endgame so i bet it is set after avengers endgame. Even Captain Marvel being set in the 90s is probably going to have some post infinity war scenes at the beginning or end.
