Teddy represents the destruction of the black community
Franklin represents the side of the black community that doesn't really care about what happens to it as long as they're good.
Cissy basically asked Teddy if the black community will be will come back after he destroyed it and he tells her straight up that the black community is never coming back. She gets mad because she actually cared where as Franklin new it was never going to come back the whole time but was fine with it because he was going to be rich at its expense.
