Yes, on the PC you should always have at the minimum 10% free at all times.

The PS4 handles data differently, but in general its not good to keep a hdd that close to it's capacity

how easy is the transferring process? Like I know the E HDD transferring is a new thing that they're just using, so you might not know, but I imagine its easy
