Monday’s WWE Raw television show averaged 2.870 million viewers, according to Showbuzzdaily.com. Viewership was down from the 3.007 million average from last week.
Powell’s POV: The first hour of Raw averaged 2.924 million viewers. Hour two drew 3.039 million viewers. The final hour of the show averaged 2.649 million viewers.

This being the lowest Rating since January will give WWE more excuses to include Stephanie and HHH in every segment again. Have a champion that is not even on the show. Has Brock even appeared on Raw since Mania?
Starting the show with a half hour of women's wrestling probably didn't help the rating

They need to have Angle in a feud or something. Like Bryan was with the Miz. Start a feud and build it all the way up to Summerslam. I love GOATgle but at the end of the day he's just a generic bland GM that adds nothing to the show

Women wrestling in the main event has gotten strong ratings in the past so you can't really blame them. They can draw.

I remember Sasha vs. Charlotte main event doing over 3 million. Very next week was some combination of Reigns and Rollins or Rusev and it did like 2.6 million.

Do they show Raw simultaneously on the Network as well? Or do they air it after? Could that be another factor in low ratings?
Ratings are lower for cable shows in general compared to previous years. But for Raw the numbers have been noticeably declining every year for many years. The pre-taped overseas episodes always have very low ratings.
