Im pretty sure its set up for the player decides after they get offers. In Madden people could just go and pick up whoever when they wanted whenever, but in this I know there's a waiting period after you make an offer. Im in another league and I made a couple offers like 2 or 3 days ago and they havent decided yet. So it shouldnt be a problem
