Pretty much. You got the same people asking these companies to release these movies on streaming services complaining about this move.

"Release Tenet, Wonder Woman, Mulan, Black Widow, Star Wars 10, Avatar 2, 3 and 4 plus the prime JLO Sextape now "
"Aight here ya go "
"...why I gotta pay tho, we in a crisis and the way my savings and checking accounts is set up "
I get this is being done out of circumstance, but I don't think this is a precedent you want to set when your service has only had two(three if you include Hamilton) noteworthy releases thus far. I would have released it to VOD at this price while making it free on Disney+. Incentivize people to buy your streaming service Netflix is out here releasing Best Picture nominees and action blockbusters at no extra cost, while only doing limited screenings for awards purposes.
Then keep it in the tuck until the world gets back to normalIf the world was hit with the Rona months before Endgame released, and Disney+ existed, they wouldn't even consider putting it on a streaming service. I'd safely assume whatever they make off of people willingly dropping $30 for this will still be less than they would make if they merely waited until they could release it in theaters.I guess they're thinking making it free in Disney+ will potentially ruin their big "opening weekend" numbers for future Pixar movies once the world gets back to normal.

Netflix had 150+ million subscribers before Disney+ even dropped and they went even harder in the paint. Disney has multiple income streams though so maybe they're not worried about building their streaming baseApparently Disney+ has reached 60M subscribers, which was their low-end goal by 2024, so unfortunately they’re probably not too concerned with incentives
