I have been hearing such horror stories with Coinbase lately, shame because I actually really like their website/app.
Luckily I am in a position in where I don't really have to keep buying any cryptos with cash, just make small gains off each trade that I make.

What's the best way to transfer your coins to another exchange?
Well to be completely safe would be to transfer it out to yourself. Confirm the transfer is completed and then transfer it to the exchange of your choice to avoid any possible hiccup on either end. There is obviously a tiny bit more fees doing it that way, but nothing significant. That is usually what I do if I plan to make a big transfer.
Where are you planning to jump to? I am close to removing a bit from Poloniex because they don't have a few of the cryptos I am interested in listed at the moment. This ETH profit has to go somewhere eventually and the fact that Polo does not have Waves listed is a bit strange to me.
Edit: All cryptos on my end are up today with the exception of ETH and XMR slightly down
