The woman is Lawanda who La La killed in which was the motive to why Tobias killed him. Cannot explained La La's resurrection but it is suspected or implied that Lady Eve was resurrecting dead bodies through her embalming process. Also, it is rumored that La La had became "the Tattooed Man".

It doesn't explicitly state Tobias has superhuman powers per'se, although it is implied based on his strength. However, Gambi suggestively gave him a potion that prevents Tobias to age, and that could also mean he still has that youthful strength and endurance too.
