What Biden needs to do is say that rioting will cease when he's president because he's going to put policies in place that rock with the protests. Under Trump they may continue because he is a no action president blah blah blah.

It doesn't matter how he says it but it needs to be in voters minds that are concerned with "rioting" that Trump will be a continuation of how things currently are. On the other end those who are protesting need to feel that Biden will be more open to reform instead of people thinking "nothing will change." And I only say this because this is literally all Trump can run on now.
