I wonder why Dems don't push for an interstate agreement that all states award their EV to whoever wins the popular vote.

No constitutional amendment needed and what's the counter argument? How can you be against "the American people" deciding who the president should be? It puts Republicans on the defensive, whether they'd ever agree to it or not.

this does exist and most blue states have signed onto it in some form

No doubt, but this isn't even a power play for real for real. There's no risk that I can see in pushing it and what Democratic voter is gonna possibly be alienated by them taking such a stance? If anything it would increase the likelihood of them retaining power.
