Can someone tell me why fox called VA for Biden when polls are still open?

If enough of a state's results are in they can usually predict with winner even without all the votes counted. They can see what percentages of what counties are in, and usually states can be called when it's obvious that the other person can't make up enough ground. There's a lot of science and math behind it, but say 80% of a state has their results in, and Biden is well ahead, and you know the remaining 20% were mostly democratic/blue counties, right? Well then you could call that state for Biden, because Trump wouldn't have enough potential votes left in the state for him to win it.
