I was more so referring to the rate in growth, especially without the implied volume of healthier, younger people in the exchanges now. Also, considering the legal implications now since there's no tax penalty now. Is the ACA pretty much done now with the tax being 0?

ACA isn't done if there's no individual mandate.
There's multiple policy options at the state level; autoenrollment, back premium penalties, added subsidies, aligning open enrollment with tax filing season, requiring the submission of a special affidavit if an individual forgoes coverage, or an employer mandate. Also, there could be a state public option then a new state individual mandate. What many people objected to about the ACA mandate was the requirement that they give money to the despised private insurance companies
