It’s partially the internals but my gut is more it’s the GOTV element. All campaigns shift to that the last 10 or so days. I think that aspect has accelerated due to what 2020 has become.
I mean spend in terms of candidate time which is finite. I can’t imagine the internals suggest they send either there.
