In terms of body of work and historically DRC surpasses Nigeria and probably every other African country. However, contemporary stuff Nigeria is doing better snd that's also because Congolese artists do not make music for the world and make music for the country. Given that most of the popular music in the country is in Lingala, it is at a great disadvantage in terms of global acceptance compared to Nigeria due to the language barrier even though music is an universal language.

I can't emphasize enough the importance of English and music from English speaking countries and its potential to gain global notoriety. Nigerians have done that with afrobeat and having their prominent artists collaborate with popular artists in North America.

In terms of quality of music, you may have point in terms of popularity, then that's where Nigeria has an advantage.
