How far up in the draft would the griz have to move to get somebody that can shoot?

the grizz should be around pick 8 but I low key think them or the wizards will make it into the top 4.

Can someone explain the draft lottery rules? I saw that the Bulls despite having the 4th worst record can pick as low as 8. I thought it was whatever teams gets the first three picks, it just goes in order by record after that?
