Dude this has been explained elsewhere but this healthplan delay is not a real delay. He is shifting focus back on insurers who wanted to blame obamacare for rising insurance premiums. It's really not as bad as you think it is, basically nothing has changed except an empty delay that really doesn't delay anything.

Further explanation:

The insurance companies were responsible for the rising rates, they were just claiming that Obamacare made it impossible for them to keep the plans active. In reality, there were all kinds of reasons they wanted to kill those plans, but Obamacare was a scapegoat.

Now they can't scapegoat Obamacare in the same way -- left pundits can always respond that the insurance companies are responsible for choosing not to renew the plans. There are still all the same reasons they want to kill those plans, so you should expect that they will mostly still get killed, but the goal is to shift the bad press to the insurance companies. That's why the insurance companies are so mad about this (and threatening to raise rates).

It's not appeasing anyone except obama shifting blame on the rising rates from obamacare back to the insurers. This was a purely political move, there is no substantive policy change. The insurers want people to adopt the new policies so they will do everything in their power to get people to change newly created obamacare policies. They will have to explain also to the consumer what is the difference between their old policy and the new one. It's a brilliant political move if you think about it.
