but how exactly are you going to "enforce" public safety
there is no way to voluntarily get guns off the street outside of a HUGE buyback program...and then there's no way to enforce that guns aren't coming from PA, Jersey and Connecticut.

Real talk, with the current economy, they wouldn't be able to afford this device in high volume. If they do buy any, it will go to certain groups. Think about how large NYC is and divide that by, say 5. You could have a ridiculous AK-47 shaped hat with an AK-47 in it and be walking around Spanish Harlem and no one is going to scan you because all these scanners are going to be in "high profile" neighborhoods like Upper West End of Manhattan.
