That guy was completely free to not purchase anything. Kind of like 100 dudes can drive by with a bunch of prostitutes on a street corner. There is nothing forcing them to stop and pick up one. Johns want to call it entrapment, but really, they were in that part of town for one specific reason.

asian laundromat owner isn't the one who bought the goods...

a dude who was in the shop (doing laundry I guess) was the one who bought the goods from the undercover cop seller

It was a customer (or randoms),not the owner, not any employees.
