But, they don't need to develop them instead of get rid of them

I don't agree with getting rid of the Women's tag team titles all together but I can agree with 1 set of titles across all brands as it was intended. (I also want 1 set of men's tag titles, which we basically have now, just 2 titles atm) That would be a better solution. You need something else for the women not in the Women's main title picture. Another singles title, i.e. IC title for the women is just not there yet and I don't think it will be for a long time.

Let's remember Vince was the one who forced HHH's hand into making Women's tag titles for NXT. With HHH now in control of creative he might go back to a 1 tag title scenario.

One other reason why I think they created 2 tag titles for the women is to lessen the travel for the tag champs. With just 1 set of champs they would have to possibly go from Raw to NXT then to SD all in 1 week not to mention the live events that weekend. Such is the job but you can't work people that much and not have them get fatigued.
