Thats metalobviously its fukked up that he stabbed him, but someone vaping outdoors isn't harming anyone but their own lungs. that vapor doesn't behave like smoke.
to be affected by second hand vapor you would have to be in a small room together. outdoors second hand vapor is virtually harmless. it disperses too quickly and gets diluted by the air in seconds. smoke lingers much longer
