That is crazy. Was it not white males who created laws so black males had to leave the house hold etc? Was it not white males who locked up black men and boys for minor and non-violent drug offenses, to even false accusations to make sure there was not more father in the house hold. Nixon's drugs policies and the welfare reform go hand-in-hand in the black community. Only by understanding these truths one can better the conditions and relationship for and between black men and women. History needs to be elevated truly.

Nearly every government program has grown over the past few decades, except the one that helps poor, unmarried parents.
Food stamps, which go to low-income families or individuals, were added in 1964, and in 1975 came the Earned Income Tax Credit, or EITC, which goes to working families with a certain level of income.
AFDC was never flawless—it excluded black women until the 1960s—but it did become an important lifeline for poor mothers throughout the 1980s. By 1992, the majority of AFDC recipients were single mothers, rather than widows.
As more women entered the workforce, however, society began to sour on unemployed single mothers. Those drawing government benefits were derided as “welfare queens.”

Abstract
Numerous African American families have struggled for generations with persistent poverty, especially in the inner city. These conditions were further strained during the 1980s and 1990s by the widespread use of crack cocaine. For many, crack use became an obsession, dominated their lives, and superseded family responsibilities. This behavior placed additional pressure on already stressed kin support networks. This paper explores the processes prevailing in two households during this period. In the 2000s, children born to members of the Crack Generation are avoiding use of crack but face major deficits from their difficult childhoods. This presents both challenges and opportunities. The discussion considers initiatives from both a social problems and a strengths perspective that could help these families and help these families help themselves to advance their economic circumstances.
