It's not. Again. Literally none of this is new. It's just that this time people are paying attention more because our president is a man child.

It is new, though. Assuming it actually happens, Trump would be the first sitting U.S. president to meet a North Korean leader. That's a big deal.

Both the US and China don't want that.

I don't think they 'want' NK to sell WMDs to rogue states/actors either, or 'want' NK to pose a real nuclear threat. Could be that they calculated it's the best long term solution, even thought it will be a painful process.
