I'm pretty sure most National Guard in different states have done these "civil defense" things since the ghetto riots and student protests of the 1960s.

I'd worry less about the military or NG doing training exercises, and worry more about militarized police units. The police are violating the constitution everyday (generally speaking). They look and are equipped like the military.

That's who you have to worry about.

No they were way underfunded then, especially in the 70's and 80's.

I don't know about that. There was also the Cold War worst case scenario ones they did that were pretty vast. Post-9/11 they've gotten a lot more money and toys (compared to the 1990s) and have been having fun tho

Every department got a upgrade after 9/11.
