I like this idea, instead of rushing another FF movie. A lot of people seem to only care about Doom anyway.

Disney probably doesn't want to go to them because it looks like weakness, and these companies would try to bend them over a barrel.
Better financially if these companies approach Disney then they have more leverage. Like Sony did, and it took the email leak scandal to bring Spiderman into the MCU

I was thinking about casting last night. If they actually do this - they need to let Cillian Murphy cook. 
Just based on the fact he's been killing it as 'the gypsy rising to power' in Peaky Blinders, for the past few years.
Plus he has psychotic eyes, which would come in handy as he'd have to do a bunch of acting in a mask.

Dr Doom has a complex enough origin story that they definitely could build a whole movie around it, and it certainly offers enough intrigue that I think Noah Hawley could make something amazing out of it.
