A gullible dumbass got a whiff of that program and some people who wanted to tell him silly stories took him for a ride.

And the only reason why the government would go after something like this is because they're not in the loop, and funds aren't being allocated legally.

The entire legislation was basically them saying "we want domain over all the things these aerospace companies have if it's off world".

I feel like disclosure only truly happens when the aliens themselves decide to pull up and announce themselves to humanity. There's no evidence as far as we're aware, but the logical conclusion is that there is probably some other life form out there in the universe given the fact we don't even know exactly how big the universe even is
