Is Chi's clearance rate of solving murders still around 30%? I'd like to see the perp data that they have (specifically the ages). I know most victims are black (unfortunately) but that's also because blacks especially in Chi, live next to each other. I want to see if its a demographic problem - in that males coming of age like from the late 80s, early 90s, and mid 90s there just want to be in the streets for w.e their reasons. Or if the ages of the perps vary from mid teens to above 35. Then its a larger issue and not as specific. Sometimes crime spikes correlate to a new demographic reaching adulthood all at once in combination with a few other things.
These crimes (I know Chi has a gang problem) don't seem to be that much of economic one, but random and violent now (not dismissing the ones that currently are or were before). I remember looking at a local news segment there on the net, where they said the gangs were splintering and that is one reason, but idk.
