No they're not. You guys are looking at this the wrong way. These companies foster an environment where people feel as if they have no other choice but to comply. It's coercion.

No, you can't force people that have the moral and mental fortitude not to fukk their way up the ladder to abandon those ideals suddenly because of some "fostered environment". These people knew exactly what they were doing and they thought it'd help them get where they wanted to go, it didn't work out and now it has nothing to do with them? give me a break.
I'm all for people going down for unwanted advances and all that other shyt, hell I even get bosses going down for making employees feel like they need to fukk to keep their jobs but this trend of a lack of any accountability for certain parties in transactional relationships is a bit much.
