Teams cant announce a signing until a physical is completed or a contract is sent. So this is a work around
Teams are trying to adjust to a vastly different free agency than in years past. When the league year started at 4 p.m. ET Wednesday, teams were not allowed to announce contract agreements until a player had signed a contract and passed a physical.

But on Thursday, the NFL told teams that it is now allowing transactions to be announced if (A) the team and player agree to terms of a contract, or (B) a written contract has been sent to a player and agent.

Then it’s probably a wrap for his career and the Rams owe him $10 million.

I wonder if a few of these contracts end up being voided when team doctors actually get to perform a physical on the player that the team is signing. I know it probably won’t happen, but it’s still a question that has to be asked.

If he was one of the best safeties in the league, he would've got more than $2.5M guaranteed
Aside from his last 2 years with the Packers, where he was a little inconsistent due to multiple reasons not just him, he has been. He was All-Pro his other two years with the Packers, had a great 9 games with Washington in 2018 and was good for the Bears in 2019. Packers and their fans try to blame Ha Ha for their defense but their DL and LBs were garbage the whole time he was there.
