NY might have them. They got too cute dropping people off at train stations and then directing them to NYC. I don’t think this is protected under P or I immunities clause because this is completely transient and the law specifically says transporting.

I think I said this before but in the grand scheme of things Hochul would have to do it because they would want the state attorney general Letitia Wright to charge Abbot, and his deputies, and basically work there way down to everyone.

I said this too, but the city could go to her as well, and if they wanted to make this case I would start with the buses. Establish through discovery what they were told by the state and then give that to Wright for her to charge people based on that.

The goal would be to literally tax the pockets of guys like Abbot by making him pay for lawyers, and travel to NY for cases. His deputy Governor‘s, the agency heads, fukk go after the little no name staff buying the bus ticket. Its what Cuomo would do.
