I thought COD was always a yearly release?
It is, but they have like 3 teams that rotate.

At one point they announced they might skip this year. Assuming they had to throw something together when that was changed

Article confirms multiple developers said MW3 was supposed to be a DLC and was changed last year to be a full game which created crunch and a bunch of other terrible working conditions for them.

Its also why it’s reviewing so poorly they had less time to make it an actual game.
