Yeah its a scam, they mostly come out of India and pretend to be MS tech support. The first thing they will try to do is gain remote access and then threaten to delete files (personal and system) if you dont pay up. There was a youtube video of a Malwarebyte employee fukking around with them by letting them have access to a vm running on a dummy machine but couldn't fine it.
