Korea has to diversify its economy. The Chaebol are the ones running the country. If Samsung runs into trouble the government HAS to bail them out. I would imagine having your whole economy depend on a handful of private companies that can do whatever they want is not a position anyone would really want to be in as a politician. If you refuse to bail them out and the economy goes under, your party will be to blame and you specifically if you spearheaded the effort. They have no leverage as things are now so they can't reign in these companies.
I wouldn't be surprised if this is part of some push by the current government to silently pump up their entertainment industry. They're already pushing music, movies and TV show on the international audience, so it makes sense that they'd be putting money into gaming too since it's only grown in popularity in the last 10 years. Sony is still a Japanese company though and there's a lot of bad blood between Japan and Korea. This is what Microsoft SHOULD be doing, but for whatever reason they're not. South Korea has a huge number of people gaming on cutting edge hardware. It makes sense that they should be trying to build a bigger presence there.
If I was working for Sony I'd be trying to get more Playstation games in Korean machines.
